For the purposes of
statutory construction over the jurisdictional limitation
imposed, declares that human life shall be deemed to exist from
conception. Removes federal court jurisdiction over abortion
cases arising from state laws and effectively negates
Roe v. Wade as binding legal precedent.[18]
Such laws permit states to declare abortion to be murder and to
outlaw new fetal stem cell research and some contraception and
fertility treatments.[19][20]

Paul whole heartedly because although he is against abortion, there
is a loop hole in his policies on small government that limits the
Federal Governments role and powers in issues as personal as
abortion due to Paul's firm beliefs about the importance of Civil
Liberties
